Causes and Solutions
Cause 1 - Growlf's skeleton
If you use Growlf's 3rd-person skeleton, you also need his 1st-person skeleton.
Solution #1: Copy Growlf's 1st-person skeleton into the "Data\Meshes\Characters\_1stPerson" folder.
Cause 2 - 1st-person skeleton
If you use 3rd-person animations in 1st-person view, or one of the 1st-person combat mods like "Unnecessary Violence", you need a special 1st-person skeleton, along with a special "helper" file (usually just called "idle.kf". Both of those files are included with those mods and both are required. Missing one of them causes this kind of problem.
Solution #1: Don't use 3rd-person animations in the 1st-person view folder.
Solution #2: If you do use 3rd-person animations in the 1st-person view folder: install both the provided 1st-person skeleton, along with the special "helper" file.
Cause 3 - Blockhead OBSE plugin
Moving the camera with <WASD> during character creation is not a bug, but a feature of the Blockhead OBSE plugin.
Solution #1: Disable the feature in Blockhead's ini file.
This is instead of moving the character. Even worse, when switching to 1st-person view, it seems that your height changes and you can even look into walls or into the floor itself. Also, the camera moves while writing "W", "A", "S", or "D", such as in the name when creating a new character. No issue when in the third person camera view. The issue manifests even with only oblivion.esm and no other mods.
